• Expands Alabama's statewide trauma system to include other severe health conditions such as stroke through amendments to the existing trauma system framework.

• Renames the "Statewide Trauma Advisory Council" to the "Statewide Trauma and Health System Advisory Council" to oversee both trauma and other coordinated health care systems.

• Establishes an 11-member council consisting of 4 hospital representatives, 4 physicians, 1 EMS and Trauma Division director, 1 emergency medical technician, and the State Health Officer as chair.

• Creates a "Statewide Health System Fund" parallel to the existing Trauma System Fund to support development and operation of coordinated statewide health care systems beyond trauma care.

• Requires hospitals designated as trauma or health care centers to submit data to statewide registries and permits the State Board of Health to establish additional registries for tracking incidence, severity, and causes of various health conditions; effective three months after passage.
