Establishes a $30 additional fee in Calhoun County Probate Court for each marriage license and adoption petition filed.

From the $30 fee, a $10 administrative fee is deducted: $5 retained by the judge of probate for office operations and $5 remitted to Calhoun County Commission for its capital improvements fund.

The remaining $20 from each fee is earmarked for the Calhoun/Cleburne Children's Center to provide programs and services to qualified children and families in Calhoun and Cleburne Counties.

The Calhoun/Cleburne Children's Center must provide the county commission with annual expenditure accounting and a proposed budget two months before the end of each fiscal year.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
