HB543 Summary

• Amends Section 8-17-91 of the Code of Alabama 1975 to increase the percentage of petroleum inspection fee proceeds deposited in the Agricultural Fund from 5 percent to 10 percent (or a minimum of $175,000 monthly, whichever is greater).

• Adds an additional 5 percent of the balance of proceeds (after distributions to counties and municipalities) to accrue to the Agricultural Fund monthly.

• Maintains existing distribution mechanisms for remaining proceeds among Alabama's 67 counties for secondary road construction and maintenance, the State Department of Transportation, and incorporated municipalities.

• Preserves refund procedures for overpayments of permit fees, inspection fees, or penalties, with a 12-calendar-month filing deadline.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
