Authorizes the Board of Agriculture and Industries to adopt seed inspection fees for persons selling or distributing seed within Alabama or into the state for planting purposes.

Requires seed sellers to pay inspection fees based on total pounds of seed sold and file quarterly notarized reports with the Department of Agriculture and Industries within 30 days of each calendar quarter.

Mandates sellers maintain accurate records of all seed handled and sold, with the person initiating the first sale responsible for fee payment.

Deposits all collected fees into the Agricultural Fund to support the Alabama State Seed Laboratory.

Allows the commissioner to suspend seed permits or pursue other remedies under Section 2-26-13 for violations, with penalty fees imposed for late quarterly report filings unless prior written approval is obtained.
