• Extends the moratorium on new public solid waste landfill permits from May 31, 2013 to May 31, 2014, allowing continued review of state solid waste management policies.

• Prohibits the department and state or local agencies from granting new permits for public solid waste landfills intended to receive waste not generated by the permittee, except industrial landfills receiving only in-state waste.

• Applies the moratorium restriction only to proposed facilities that have not received final approval and meet specified thresholds: capacity exceeding 1,500 tons per day, 2,000 cubic yards per day or more, or 500+ acres.

• Allows the director to waive the moratorium limitation upon joint recommendation by the State Health Officer and host government if a jurisdiction certifies a potential solid waste management crisis poses a threat to human health or the environment.

• Became effective immediately upon passage and approval by the Governor.
