Appropriates $196,978 from the State General Fund to the Coalition Against Domestic Violence for fiscal year ending September 30, 2013.

Requires submission of an operations plan for fiscal year 2012-2013 and an audited financial statement for fiscal year 2010-2011 to the Director of Finance before any funds are released.

Mandates quarterly reports to the Director of Finance detailing actual expenditures and accomplishments during fiscal year 2012-2013.

Requires an end-of-year performance report for fiscal year 2012-2013 describing work accomplished, services provided, costs, and meaningful measures of program effectiveness and costs.

Becomes effective October 1, 2012; all required reports must be forwarded by the Director of Finance to the Joint Fiscal Committee in a timely manner.
