Amends Section 34-23-70 of the Code of Alabama 1975 regarding prescription drug regulations and pharmacy operations.

Exempts eight named federally qualified health care centers from the prohibition on using pick-up stations or intermediaries for prescription fulfillment: Birmingham Health Care, Inc., Central Alabama Comprehensive Health, Inc., Health Services, Inc., Family Oriented Primary Health Care Clinic/Mobile County Health Department, Franklin Primary Health Center, Quality of Life Health Services, Inc., Whatley Health Services, Inc., and Central North Alabama Health Services.

Allows exempted health centers to compound and dispense non-controlled substances at a single location and deliver medications to clinic locations for patient pick-up, subject to Board of Pharmacy review.

Prohibition on exemption does not apply to controlled substances, which remain subject to existing regulations.

Effective on the first day of the third month following passage and approval by the Governor.
