HB581 Summary

• Amends Section 31-5-3 of the Code of Alabama 1975 to authorize the Department of Veterans' Affairs to own veterans' cemetery land and clarify that the State Service Commissioner may execute deeds and other conveyance instruments for the department.

• Establishes that the Department of Veterans' Affairs may accept federal grant funds, state subdivision funding, private donations, and federal plot allowance payments for establishing, operating, and maintaining veterans' cemeteries.

• Specifies that all cemetery funds must be deposited into the Veterans' Assistance Fund and prohibits use of Education Trust Fund monies for cemetery projects.

• Ratifies and confirms any deeds of cemetery property transferred to the Department of Veterans' Affairs prior to the effective date of this act.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
