• Amends Sections 32-6-67 and 32-6-68 of the Alabama Code to allow the legislative oversight committee to consider and approve distinctive license plate applications for out-of-state colleges and universities, which were previously prohibited.

• Establishes that out-of-state college and university applications must be for quantity Class 2 plates and submitted pursuant to Section 32-6-64.

• Directs that revenue from out-of-state college and university distinctive license plates be distributed to the State General Fund after deducting commission, manufacturing costs ($1.50), and administrative costs ($1), rather than going to sponsoring organizations.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
