Amends Section 36-29-16, Code of Alabama 1975, to allow certain state employees who leave employment to continue participating in the State Employees' Health Insurance Plan.

Eligible persons must have served in the legislative, judicial, or executive branches of Alabama for at least 24 consecutive months and attained age 50 years.

Employee must have been insured under the plan for a minimum of 18 months before leaving employment with the state.

All insurance costs must be paid entirely by the former employee, with coverage limited to the employee and their dependents, with cost adjustments applied at group rates.

Effective on the first day of the third month following passage and approval by the Governor.
