HB 604 Summary

• Requires individuals mandated to report child abuse (hospitals, doctors, teachers, law enforcement, social workers, clergy, and others) to directly report to a duly constituted authority orally by telephone or direct communication immediately, followed by a written report.

• Removes the previous option to "cause a report to be made" indirectly, eliminating intermediary reporting procedures.

• Requires law enforcement officials who receive initial abuse reports to subsequently inform the Department of Human Resources so protective services can be provided when appropriate.

• Preserves clergy members' confidentiality privilege under Alabama Rules of Evidence Rule 505 by exempting them from reporting information gained solely in confidential communications.

• Becomes effective on the first day of the third month following passage and Governor approval.
