Redirects scrap tire environmental fee collections to the State General Fund for fiscal years 2013 and 2014 only, rather than to the Scrap Tire Fund.

Restores the previous distribution formula beginning October 1, 2014, allocating fees to remediation (45-75%), department administration (up to 20%), educational programs (0-20%), county enforcement (up to 10%), tire retailer collection costs (up to 7%), and Department of Revenue administration (up to 2%).

Applies only to collections ending September 30, 2013 and September 30, 2014; normal fund allocations resume for all subsequent fiscal years.

Becomes effective September 1, 2012 upon passage and gubernatorial approval.
