Requires grocery stores, restaurants, and other beef sellers to notify consumers if beef or beef menu items contain lean finely textured beef products (beef product created from trimmings with reduced fat content).

Mandates notification through labeling on the product, menu notice, or a placard measuring at least 8.5 by 11 inches displayed conspicuously near the food establishment permit.

Directs the State Board of Health to adopt rules for inspection and labeling of menu items containing lean finely textured beef at grocery stores, restaurants, food service establishments, and similar businesses.

Authorizes the State Board of Health to impose civil penalties for failure to provide accurate labeling or notice to consumers.

Becomes effective on the first day of the third month following passage and approval by the Governor.
