• Imposes a $10 service fee for each defendant in excess of one in civil cases in Shelby County circuit and district courts when personal service is required.

• Requires service fees for publication or registered mail to be charged at actual cost of service rather than the flat $10 fee.

• Distributes collected service fees as follows: $6 to the Judicial Administration Fund of the 18th Circuit, $3 to the Shelby County District Attorneys Solicitor's Fund, and $1 to the Peace Officers Annuity and Benefit Fund.

• Allows courts to waive the fee if payment would constitute substantial hardship, upon filing of a verified statement signed by the plaintiff and approved by the court.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
