Amends Alabama Code Section 45-2-80.01 to establish a solicitor's fee in Baldwin County (Twenty-eighth Judicial Circuit) assessed in all juvenile, traffic, criminal, quasi-criminal, and civil cases in juvenile, district, circuit, and municipal courts.

Sets the solicitor's fee amount equal to docket fees or court costs distributed to the Fair Trial Tax Fund in both criminal and civil cases.

In criminal cases, the solicitor's fee is collected when a defendant is adjudged guilty, a bond is forfeited, a penalty is imposed, or an arrest warrant is issued; the fee cannot be waived unless the defendant proves inability to pay within the reasonably foreseeable future.

In civil cases, distributes collected fees monthly with $3 from each case going to the Circuit Clerk's office in Baldwin County and the remainder going to the District Attorney's Solicitor's Fund.

Permits the district attorney to expend solicitor's fees for law enforcement expenses and duties of the office in the county where collected.
