• Allows claimants one year from the effective date of this act to file their contract claims with the State Board of Adjustment, rather than being barred by the prior one-year statute of limitations.

• Addresses a gap where the 2009 Supreme Court ruling made local state agencies immune from suit, potentially leaving claimants with no forum to pursue their claims after the original filing deadline passed.

• Amends Section 41-9-65 of the Code of Alabama 1975 regarding claim presentation deadlines before the State Board of Adjustment.
