Prohibits Alabama and its political subdivisions from adopting or implementing policies that infringe or restrict private property rights without due process, particularly those originating from or traceable to United Nations "Agenda 21" adopted in 1992.

Defines "political subdivisions" to include state, county, incorporated city, unincorporated city, public local entities, public-private partnerships, and any other public entity of the state, county, or city.

Bans Alabama and all political subdivisions from entering into agreements, expending money, or receiving funds from non-governmental and inter-governmental organizations accredited by the United Nations to implement Agenda 21 policies.

Applies prohibition to any international law or ancillary plan of action that contravenes the U.S. Constitution or Alabama Constitution.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
