• Requires assessment of a solicitor's fee in all civil cases in Dallas County Circuit and District courts equal to the docket fee or court costs assessed for the Fair Trial Tax Fund.

• Mandates monthly distribution of collected fees with $5 from each case going to the Dallas County Circuit Clerk's office and the remainder to the solicitor's fund or district attorney's fund.

• Allows the district attorney to expend solicitor's fees for any law enforcement expenses and permits the Circuit Clerk to expend their designated portion for any lawful purpose.

• Becomes effective immediately upon passage and gubernatorial approval or upon otherwise becoming law.
