Increases Local Government Records Commission membership from 12 to 16 members by adding one HBCU representative, reducing the number of county commission chairs from two to one, and making other specified adjustments to appointed positions.

Reduces required meeting frequency for both commissions from four quarterly meetings annually to two regular meetings per year, held in January and April, with additional meetings permitted at the chair's discretion.

Changes terminology from "chairman" to "chair" throughout both commission statutes.

Establishes quorum requirement for Local Government Records Commission as one more than half of the total ex officio members plus filled appointed positions.
