• Amends Section 23-1-60 of the Code of Alabama to authorize the Director of Transportation to alter construction plans, change roadway or bridge grades/alignment, and make other modifications during highway projects without additional competitive bidding.

• Grants the Director authority to determine the need for and authorize extra work not originally included in construction contracts through supplemental agreements or force account orders based on negotiated unit prices or lump sums.

• Allows the Director to authorize increased contract amounts up to $200,000 per contract without requiring Governor approval, provided the increase relates to the original contract.

• Permits any decrease or contract underrun to be authorized by the Director without Governor approval.

• Requires the Department of Transportation to develop procedures implementing these authorization provisions.
