• Adds landscape irrigation work to professional services regulated by the Commissioner of Agriculture and Industries, requiring contractors to obtain permits and pass examinations.

• Requires landscape irrigation contractors to supervise only one office location.

• Establishes definitions for landscape irrigation contractor and landscape irrigation work (design, construction, repair, maintenance, improvement, or alteration of irrigation systems).

• Prohibits applicants for structural pest control permits who have been convicted of specified felonies (robbery, bribery, extortion, embezzlement, grand larceny, burglary, arson, murder, rape, assault, kidnapping, prostitution, child abuse, child pornography, sexual assault, or indecent exposure) from taking the examination unless their civil rights have been restored.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
