• Requires expectant mothers claiming indigent care to register for prenatal care and provide the father's name so the Circuit Solicitor can pursue child support collection efforts for up to three years.

• Mandates the county set aside at least 25% of the annual indigent care fund for capital improvements until a county hospital is fully constructed and equipped.

• Repeals conflicting laws, includes severability clause, and becomes effective on the first day of the third month following passage and gubernatorial approval.
