HB659 Summary

• Creates the Alabama Lifespan Respite Resource Network (also known as Alabama Respite) as the statewide entity to address respite care issues for family caregivers of children and adults with health care needs.

• Establishes the Alabama Lifespan Respite Coalition composed of at least 22 diverse members including state agency representatives, legislators, advocacy groups, family caregivers, and respite care providers, appointed by the Governor for three-year terms.

• Directs the network to maintain a statewide respite care system, develop a directory of respite services, provide information and referral services, offer caregiver training, and work with eligible state agencies to compete for federal funding under the Lifespan Respite Care Act of 2006.

• Specifies that if federal funding is obtained, funds must support development of respite programs, direct respite care services, worker training, and caregiver information services, with optional uses including caregiver training and education programs.

• Takes effect on the first day of the third month following passage and approval by the Governor.
