Requires all new Mobile County constables to complete peace officer minimum standards and training per Alabama Code Section 36-21-46, with existing constables exempt and new constables having 12 months after taking office to complete training or forfeit their position.

Creates the 3-member Constable Administrative Board of Mobile County appointed by the Mobile County Commission, Sheriff of Mobile County, and presiding judge of the Circuit Court, serving staggered terms without compensation.

Mandates all constables obtain a minimum of 15 hours of training annually and submit proof to the board by February 1 following the training year; constables failing to meet this requirement cannot perform their duties.

Authorizes the board to establish and enforce a Constable Code of Conduct meeting law enforcement standards, handle complaints through various remedies including dismissal, counseling, reprimand, and suspension up to six months (indefinite suspension for willful training failure), and requires code approval by the presiding judge.

Repeals Act 2005-95 from the 2005 Regular Session and becomes effective on the first day of the third month following passage and approval.
