Amends Section 13A-11-14 of the Code of Alabama 1975 to expand the crime of cruelty to animals to include acts done knowingly or with criminal negligence, in addition to intentional or reckless conduct.

Upgrades cruelty to animals from a Class B misdemeanor to a Class A misdemeanor, with first conviction penalties of up to $3,000 fine or up to one year imprisonment.

Establishes a new crime of aggravated cruelty to animals as a Class C felony when the act of cruelty or neglect is especially heinous, atrocious, cruel, or involves infliction of torture to an animal.

Defines torture as physical injury to an animal through inhumane treatment or gross physical abuse intended to cause intensive or prolonged pain, serious bodily injury, or death.

Becomes effective on the first day of the third month following passage and approval by the Governor.
