Alabama Supreme Court shall adopt rules to promote prompt, efficient, and cost-effective resolution of civil actions in circuit courts.

Rules apply to civil actions where the total amount in controversy does not exceed $100,000, including all claims for damages, penalties, attorney's fees, expenses, costs, interest, and other damages of any kind.

Rules must address lowering discovery costs and establish procedures to ensure expedited processing in the civil justice system.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
