Bibb County shall impose a $2.00 fee on each district and circuit court case, including traffic citations, collected by the circuit clerk.

Collected fees shall be deposited into a separate account for safety and security of county buildings and structures, subject to county commission approval and sheriff recommendation.

The fee becomes operative only upon approval by a majority of qualified Bibb County electors voting in a referendum held in conjunction with the next regularly scheduled state or county election.

The judge of probate shall designate the election date, provide notice, and certify results to the Secretary of State; the county shall pay election costs not reimbursed by governmental agencies.

If voters reject the measure, the act shall be repealed and have no further effect; the act becomes effective immediately upon passage and gubernatorial approval.
