Makes it unlawful for a caller to knowingly insert false information into a caller identification system with intent to mislead, defraud, or deceive the recipient of a telephone call.

Violators are subject to Class A misdemeanor penalties.

Exempts blocking of caller identification information, law enforcement agencies conducting active criminal investigations, federal intelligence or security agencies, and licensed private investigators or process servers used in civil, criminal, administrative, or arbitration proceedings.

Becomes effective on the first day of the third month following passage and approval by the Governor.
