Amends Section 31-5-3 of the Alabama Code to add three new organizations authorized to nominate members to the State Board of Veterans' Affairs: American Gold Star Mothers, Inc., Gold Star Wives of America, Inc., and the Noncommissioned Officers Association, Inc.

Board representation remains based on membership ratios, with each organization entitled to one representative for every 7,500 resident members or fraction thereof as of July 1 of the year appointments are made.

Each organization's executive committee must nominate three veterans for each board position the organization is entitled to fill, with nominations including veterans from all war eras represented in the organization's membership.

Board membership must reflect racial, gender, geographic, urban/rural, and economic diversity of the state.

Effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
