Imposes a solicitor's fee (docket fee) on all civil cases in Perry County Circuit and District courts, assessed in an amount equal to the Fair Trial Tax Fund fees and court costs.

Distributes collected fees monthly with $5 from each case going to the Perry County Circuit Clerk's office and the remainder to the solicitor's fund or district attorney's fund.

Authorizes the district attorney to expend solicitor's fees for payment of expenses or any legitimate law enforcement purpose.

Permits the Circuit Clerk to expend the $5 portion earmarked for the clerk's office for any lawful purpose at the clerk's request.

Becomes effective immediately upon passage and approval by the Governor.
