• Establishes a $10 "law enforcement defenders fee" in Perry County for circuit and district court civil cases collected for each defendant in excess of one when personal service is required.

• Service fees must be paid at the time of filing, unless the court finds payment would constitute substantial hardship and approves a verified hardship statement from the plaintiff.

• Monthly distribution of collected fees: $3 to county general fund, $3 to Peace Officers Annuity and Benefit Fund, $2 to Solicitors Fund, $1 to Sheriff's Fund, and remaining balance to State General Fund.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
