• Amends Section 31-2-8 of the Code of Alabama 1975 to clarify that the Alabama State Defense Force serves as an augmentation force to the Alabama National Guard.

• Authorizes the Governor to organize, equip, train, and maintain the State Defense Force only when the National Guard is called into federal service or when the Governor declares by executive order.

• Specifies that the State Defense Force shall be organized for the purpose of augmenting and assisting the Alabama National Guard under the command of the Adjutant General.

• Grants the Adjutant General authority to adopt and amend rules governing the activities and employment of the Alabama State Defense Force as determined necessary.

• Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
