Provides the Russell County Sheriff with an additional expense allowance of $10,000 per annum, payable in equal monthly installments from the county general fund, effective the first day of the month following passage.

Establishes an annual salary of $90,000 for the Russell County Sheriff beginning with the expiration of the incumbent sheriff's term, payable in equal monthly installments from the county general fund.

The $90,000 salary becomes the total compensation for the sheriff and replaces all other compensation, salary, or expense allowances currently provided by law; Section 1's $10,000 allowance becomes null and void at that time.

Repeals all conflicting laws or parts of laws.

Effective on the first day of the third month following passage and approval by the Governor.
