Proposes a constitutional amendment for Winston County to compensate the Judge of Probate on a salary basis paid monthly from the county general fund, effective January 2013.

Sets the initial annual salary of the Judge of Probate at 80 percent of the annual compensation paid by the state to the district court judge of Winston County.

Transfers motor vehicle license plate issuance duties from the revenue commissioner to the Judge of Probate, establishing one-stop issuance services.

Requires all fees, commissions, and charges collected by the Judge of Probate to be deposited into the county general fund rather than retained individually.

Mandates a public election on the proposed amendment in accordance with Amendment 555 of the Alabama Constitution and state election laws.
