• Clarifies the Alabama Fire College as an independent public institution of postsecondary education operated under the supervision and control of the Alabama Firefighters' Personnel Standards and Education Commission.

• Revises commission membership from seven to seven members, with nominations from the Professional Firefighters Association of Alabama, Alabama Firefighters Association, Alabama Association of Fire Chiefs, Alabama Association of Volunteer Fire Departments, the State Fire Marshal, and two gubernatorial appointees.

• Establishes the Joint Legislative Oversight Committee composed of three members from each house to study and oversee all facets of the Alabama Firefighters' Personnel Standards and Education Commission and review commission reports.

• Expands the commission's duties to include organizing the Alabama Fire College, prescribing courses of instruction, establishing course costs, and conferring certifications related to fire prevention, suppression, emergency medical services, and related fields.
