Amends Section 12-19-49 of the Alabama Code to make filing fees taxable as costs in court proceedings.

Filing fees required for pleadings or papers payable to the court clerk at time of filing, including administrative costs and electronic draft fees, are taxable as costs.

Exempts probate court from this requirement.

Allows plaintiffs to have execution against defendants for prepaid fees assessed as costs by final judgment.

Becomes effective on the first day of the third month following passage and approval by the Governor.
