Expands the crime of unlawful manufacture of a controlled substance in the first degree to include operating or planning to operate a clandestine drug laboratory on rented property such as apartments, rental houses, hotels, or motel rooms.

Establishes a mandatory sentence of 25 years imprisonment without parole, probation, or suspended sentence for manufacturing methamphetamine on rental property.

Requires individuals convicted of operating a clandestine drug laboratory to pay all reasonable costs associated with remediating the contaminated site.

Adds rented property operations as a new aggravating condition (condition 8) that qualifies manufacturing as first-degree felony when combined with two or more other specified conditions.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
