• Honors Harold H. Potts for his longtime service to Madison County through the Emergency Management System.

• Recognizes his lifelong commitment to law enforcement, fire protection, and emergency medical services, including receipt of the Special Recognition Award from the Local Emergency Planning Committee in 2004.

• Acknowledges his role as a founding member of the Huntsville-Madison County 9-1-1 Center Board, his service as Chairman beginning in 1993, and his instrumental role in the 1997 construction and ongoing modernization of the 9-1-1 Complex.

• Notes the Madison County Commission named the 9-1-1 Center in his honor in 2009 and his appointment in 2011 as a lifetime supernumerary nonvoting member of the Madison County Communications District Board, where he served since 1986.
