Designates the newly constructed boat ramp on the Coosa River at Wetumpka, Alabama as the Joe "Billy" Fain Boat Ramp to recognize his public service and advocacy for river recreation and Coosa River conservation.

Requests the Department of Conservation and Natural Resources in cooperation with the Department of Transportation to erect entrance signs indicating the designation by January 31, 2013.

Requires private or public funds to be remitted to the Department of Transportation to pay for the signs, with the DOT to furnish Elmore County Engineer an estimated invoice for sign costs by July 1, 2012.

Directs that a copy of the resolution be provided to the Fain family.
