Commends Haley Bagwell on being selected Miss Talladega County 2012 and congratulates her for competing in the Miss Alabama contest in June at Samford University as part of the Miss America preliminaries.

Recognizes Bagwell's platform "H.O.P.E., Haley's Opportunities for Providing Excellence," which promotes healthy pregnancies, healthy babies, and healthier families; she raises funds for the Lovelady Center, Children's Hospital of Alabama, and the Sylacauga Alliance for Family Enhancement (S.A.F.E.).

Notes Bagwell is an Auburn University senior majoring in Public Relations with a concentration on Marketing and Management and plans to perform ballet en point to "If I Had My Way" by Linda Eder for the talent portion of the competition.
