Harold Collins of Memphis, Tennessee is commended for his outstanding achievements and leadership.

On January 7, 2012, Collins dedicated a permanent marker on Beale Street in Memphis at the site where Abram Langston Taylor formulated the concept of Phi Beta Sigma fraternity, which was officially founded on January 9, 1914, at Howard University.

Collins served as Chair of the dedication ceremony and is a member of the Memphis Council, an investigator with the Shelby County District Attorney's Office, and a recognized expert in corrections.

The ceremony featured speakers including Congressman John Lewis, Representative Demetrius Newton, and 24 international presidents of Phi Beta Sigma, which has over 125,000 members worldwide.

The resolution recognizes Collins' embodiment of the fraternity motto "Culture for Service and Service for Humanity" and extends best wishes for his future endeavors.
