Amends House Rule 50 to add subsection (b) establishing conduct standards for House members regarding constituents in their districts.

Prohibits members from making personal, insensitive, derogatory, contemptuous, or disrespectful comments about the ethnicity, economic status, race, or social characteristics of constituents.

Retains existing subsection (a) requirements that members act with decorum, refrain from profanity, confine remarks to the question under consideration, and avoid statements reflecting on other members' character or conduct.
