SB103 Summary

• Establishes election commission for Class 1 municipalities composed of the mayor, city attorney, and city council president.

• If the mayor or council president is a candidate, the mayor appoints a non-candidate council member to replace that person on the commission.

• If both the mayor and all council members are candidates, the mayor designates a senior staff member and the council president designates a senior administrative staff member to serve on the commission.

• Election commission holds authority over all municipal elections including bond elections, initiative, referendum, and recall elections; appoints election managers and clerks; prepares ballots; canvasses votes; and destroys ballots per state law.

• Repeals Act 302 (approved August 27, 1915, as amended by Act 138 in 1975) and takes effect immediately upon passage and approval.
