AL SB148

Creates the crime of aggravated criminal surveillance, defined as intentionally surveilling an individual in a place where they have a reasonable expectation of privacy without consent for the purpose of sexual gratification.

Establishes aggravated criminal surveillance as a Class A misdemeanor on first offense, escalating to a Class C felony if the person has a prior conviction or adjudication for the same offense.

Includes municipal court convictions in determining prior convictions or adjudications for enhancement purposes.

Excludes the bill from Amendment 621 local funding requirements because it defines a new crime.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
