SB156 Summary

• Requires awarding authorities of state, county, or municipal public works contracts to give preference to bidders with a workforce consisting of at least 50 percent workers holding an Alabama driver's license or Alabama Department of Public Safety identification card.

• Bidders must have a valid Alabama business license and use vehicles registered and partially apportioned in Alabama for the public works project.

• Requires at least 50 percent of design professionals employed on the project to hold an Alabama driver's license or identification card, and at least 25 percent of material suppliers to be located in Alabama.

• Requires awarded bidders to maintain and make available for inspection payroll records related to the public works project.

• Allows the Governor to waive requirements during emergencies threatening public health, safety, or welfare, with documentation filed to the Secretary of State; excludes contracts funded wholly or partly with federal funds from these requirements.
