Adds Section 22-23-35.1 to the Code of Alabama 1975 to provide civil immunity to water suppliers and their officers, directors, and employees who comply with Alabama Department of Environmental Management regulations.

Grants immunity from civil suits for injuries to persons or property arising from the quality, purity, wholesomeness, chemistry, and physical composition of water supplied by compliant suppliers.

Applies immunity to suppliers in compliance with regulations under Sections 22-23-33 and 22-23-34, or those holding variances or exceptions authorized by the board under Section 22-23-35, or operating under a Consent Decree or Consent Order.

Preserves the enforcement authority of the Alabama Department of Environmental Management and does not impair the department's regulatory powers under the chapter.

Becomes effective on the first day of the third month following passage and approval by the Governor.
