• Proposes a constitutional amendment authorizing the Alabama Legislature to enact general laws allowing for the recall of elected state officials through a voter petition process.

• Recall elections can be initiated by qualified electors after the first year of an incumbent's term by filing a petition with the Secretary of State requiring signatures from at least 25 percent of voters from the last election for that office.

• Recall petitions must be signed within 90 days, and if validated, the Secretary of State must schedule a recall election for the sixth Tuesday following verification of signatures.

• Establishes grounds for recall including malfeasance, nonfeasance, lack of physical or mental fitness, incompetence, or violation of oath of office, and limits recall attempts to one petition and election per term.

• Recall elections follow special election procedures, the incumbent continues performing duties until results are official, and the candidate receiving the most votes fills the remainder of the term.
