Removes the $250 minimum threshold and 24-hour time period requirement for lobbyists to report items excluded from the definition of a "thing of value" to public officials, public employees, and their household members.

Requires lobbyists to provide additional information with each expenditure report, including the recipient's name, the related public official or employee's name if applicable, item description, value, and expenditure date.

Expands reporting requirements to include expenditures made by lobbyists to public employees and their family members, not just public officials.

Removes the calendar day limitation and $250 minimum threshold for non-lobbyists who negotiate contracts, sell goods or services, or engage in financial transactions with public officials or employees.

Requires quarterly reports to be filed by January 31, April 30, July 31, and October 31 with the commission, effective the first day of the third month following passage and approval.
