Amends Section 13A-12-214.1 of the Alabama Code to expand the prohibition on synthetic cannabinoids by adding specific named chemical compounds and any chemical compound capable of exhibiting cannabinoid-like psychoactivity.

Lists 24 specific synthetic cannabinoid compounds by chemical name and trade names (including JWH-018, JWH-073, AM-694, HU-210, and others) as prohibited substances.

Establishes that synthetic cannabinoid is defined as any chemically synthesized compound with binding activity at cannabinoid receptors, or any chemical analog or isomer of such compounds.

Subjects violations of the prohibition to existing criminal penalties under Sections 13A-12-211, 13A-12-213, and 13A-12-214, maintaining Class C felony charges for possession (or Class A misdemeanor for first offense personal use) and distribution penalties.

Becomes effective on the first day of the third month following passage and gubernatorial approval, with provisions exempting the law from Amendment 621 requirements by defining it as a new crime.
