Amends Section 31-13-29 of Alabama Code to add United States Uniformed Services Identification and Privilege Cards (military IDs and Geneva Conventions Identification Cards) as acceptable documentation to establish eligibility for business transactions with the state or political subdivisions.

Allows persons to demonstrate eligibility for state business transactions by presenting a valid military ID as an alternative to standard citizenship documentation or verification through the Department of Homeland Security's Systematic Alien Verification for Entitlements (SAVE) program.

Maintains existing prohibitions against aliens unlawfully present in the United States from entering into business transactions with the state or political subdivisions, and prohibits others from conducting such transactions on their behalf.

Defines business transactions to include applying for or renewing motor vehicle license plates, driver's licenses, nondriver identification cards, and business licenses, but excludes marriage licenses.

Becomes effective on the first day of the third month following passage and approval by the Governor.
